Methods and frequency of veterinary hygiene inspection in Vietnam from January 6, 2025

On November 20, 2024, the Minister of Agriculture and Rural Development of Vietnam promulgated Circular No. 15/2024/TT-BNNPTNT on amendments to Circular No. 09/2016/TT-BNNPTNT on animal slaughter control and veterinary hygiene inspection.

Methods and frequency of veterinary hygiene inspection in Vietnam from January 6, 2025

According to the Circular, the veterinary hygiene inspection process is as follows: 

- Regarding methods of veterinary hygiene inspection:

+ Inspecting documents and interviewing relevant organizations and individuals; inspecting the scenes; collecting samples as per regulation and formulating records following Form No. 03 in Appendix II enclosed with Circular No. 09/2016/TT-BNNPTNT;

+ Marking into columns bearing the symbol [] for assessment as “PASSED” or “FAILED” for each criterion; 

+ Refraining from changing the content or adding or removing assessment criteria;

+ Facilities shall be assessed as “PASSED” when at least 70% of the assessment criteria are assessed as “PASSED”; facilities shall be assessed as “FAILED” when less than 70% of the assessment criteria are assessed as “PASSED”;

+ Facilities assessed as “FAILED” shall, after the adaptation of remedial measures, submit reports on the results of the remedial measures following Form No. 07dd in Appendix II enclosed with Circular No. 09/2016/TT-BNNPTNT to inspection authorities; 

+ In case of preparation and management of natural disasters and epidemics according to the law: online inspections shall be carried out for manufacturing and trading facilities. Inspection authorities shall formulate veterinary hygiene inspection records according to the online inspection results; manufacturing and trading facilities shall take legal liability for the accuracy of the information, documents, images, and records they provide for inspection authorities.  

- Regarding the frequency of veterinary hygiene inspection:

+ First-time inspections shall apply to newly established facilities; 

+ Periodic inspections: 

++ Every 36 months from the issuance of the conclusion on the passed results of the latest veterinary hygiene inspection for concentrated slaughterhouses; 

++ Every 18 months from the issuance of the conclusion on the passed results of the latest veterinary hygiene inspection for other facilities; 

+ Irregular inspections shall be carried out in one of the following cases: there are signs of incompliance with veterinary hygiene requirements; there are feedback or complaints from specific organizations and individuals; there are veterinary hygiene-related incidents; facilities are assessed as “FAILED” and have to adopt remedial measures as requested by inspection authorities; there are warnings from importing countries;

+ Regarding facilities manufacturing and trading animal products for export: comply with the request of the importing countries or goods owners.
